**Der Bundesrat hat heute endlich erste Öffnungsschritte angekündet und eine schrittweise Rückkehr zur Normalität in Aussicht gestellt. Wirtschaft und Gesellschaft würden sich aber eine verbindlichere Perspektive wünschen. economiesuisse begrüsst, dass der Bundesrat bei seiner Öffnungsstrategie neben den Infektionszahlen auch die zunehmende Immunität der Bevölkerung berücksichtigen will. Je mehr Menschen geimpft sind, desto mehr Freiheiten können wieder gewährt werden. Kein Verständnis hat economiesuisse für den Entscheid der Landesregierung, die Home-Office-Pflicht nicht in eine Empfehlung umzuwandeln. Ebenso besteht kein Grund, Restaurants im Aussenbereich nicht vor dem 1. April zu öffnen.**

Mit Erleichterung nimmt economiesuisse zur Kenntnis, dass der Bundesrat die ersten Lockerungsschritte nach Konsultation der Kantone bereits Anfang März vornehmen will. Wo das Ansteckungsrisiko gering ist und die Abstands- und Hygieneregeln eingehalten werden können, sollen wirtschaftliche und gesellschaftliche Aktivitäten mit den entsprechenden Schutzkonzepten wieder erlaubt sein – etwa im Detailhandel oder in bestimmten Sport-, Freizeit- und Kultureinrichtungen. Anfang April soll dann ein zweiter Öffnungsschritt erfolgen, so zum Beispiel die Öffnung von Restaurantterrassen. Dieser Schritt hätte nach Ansicht von economiesuisse bereits per 1. März erfolgen müssen, um zahlreichen Restaurants früher eine Chance auf Erholung zu geben.

Kein Verständnis hat der Verband hingegen für den Entscheid, die Home-Office-Pflicht nicht per 1. März in eine Empfehlung umzuwandeln. economiesuisse hat die Home-Office-Pflicht bereits im Januar als nicht verhältnismässig beurteilt, weil sich die betrieblichen Schutzkonzepte in den Büros bewährt haben. Ausserdem ist Home-Office schlicht nicht für alle Branchen und Unternehmen praktikabel, etwa in den produzierenden Betrieben.

Ab Anfang März will der Bundesrat jeweils auf Beginn jedes Monats neue Lockerungsschritte beschliessen, wenn es die epidemiologische Lage zulässt. Dieser transparente Zeitplan ist grundsätzlich zu begrüssen. Allerdings wäre es für eine höhere Planungssicherheit der Unternehmen wichtig, dass der Bundesrat die geplanten Schritte für die nächsten drei bis vier Monate skizzieren würde – auch unter Berücksichtigung der Impfquote in der Bevölkerung.

#### MEHR MITTEL FÜR HÄRTEFÄLLE UND VORBEREITUNG EINER NEUAUFLAGE DER COVID-KREDITE

economiesuisse nimmt zur Kenntnis, dass der Bund die Mittel für das Härtefallprogramm auf 10 Milliarden Franken erhöht und anerkennt, dass sich die Situation in den geschlossenen Branchen massiv verschlechtert hat und dementsprechend ein höherer Mittelbedarf ausgewiesen ist. Aufgrund der zunehmend angespannten Lage müssen die Gelder rasch fliessen. Die Abwicklung der Härtefälle muss so unbürokratisch und einfach wie möglich sein. Umsetzungsprobleme, die sich bei den ersten Auszahlungen in den Kantonen in den letzten Wochen gezeigt haben, müssen in der angekündigten Revision der Härtefallverordnung korrigiert werden.

Es ist richtig, dass der Bund bei grösseren Unternehmen und solchen, die in mehreren Kantonen Standorte haben, die Härtefallunterstützung übernimmt. Damit wird sichergestellt, dass der bürokratische Aufwand reduziert wird und es zu keinen Wettbewerbsverzerrungen aufgrund der unterschiedlichen Handhabung der Kantone kommt. economiesuisse begrüsst den Ansatz des Bundesrates, dass Bund und Kantone die Kosten der Härtefallmassnahmen teilen. Damit haben die Kantone einen Anreiz, die Härtefallgelder sorgfältig und zielgerichtet auszugeben.

Auch dass der Bund eine allfällige Neuauflage des Covid-Bürgschaftssystems prüft und entsprechende Vorbereitungen trifft, unterstützt economiesuisse. Sollte es in den nächsten Monaten zu einer deutlichen Verschlechterung der Wirtschaftsaktivitäten kommen und sich die Liquiditätssituation in den Unternehmen auf breiter Front verschlechtern, könnte im Falle einer Kreditklemme ein gut vorbereitetes Instrument rasch eingesetzt werden. Während der ersten Welle haben die Covid-Kredite wesentlich dazu beigetragen, dass negative Kettenreaktionen in der Wirtschaft verhindert worden sind.

Schliesslich unterstützt economiesuisse die Absicht des Bundes, die Kosten für die pandemiebedingten Kurzarbeitsentschädigungen auch 2021 zu übernehmen.

Das beste Unterstützungsprogramm ist immer noch, die Unternehmen bei ihren Tätigkeiten nicht einzuschränken. Ausserdem darf die Schuldenproblematik nicht vergessen werden. Die Schulden, die wir heute anhäufen, müssen zwingend wieder abgebaut werden. Dies auch aus Solidarität mit den künftigen Generationen.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
