Die eidgenössischen Räte machen den Weg frei für die längst überfällige Abschaffung der Emissionsabgabe auf Eigenkapital. Nun ergreift die SP Schweiz das Referendum und schädigt so krisenbetroffene Unternehmen ganz direkt. Nach Verlusten müssen zahlreiche Firmen gerade jetzt ihr Eigenkapital aufstocken. Die wirtschaftliche Erholung darf nicht durch eine anachronistische Abgabe belastet werden.

[Die Experten sind sich einig, die Abgabe auf der Eigenkapitalaufnahme gehört abgeschafft](https://www.efd.admin.ch/efd/de/home/das-efd/nsb-news_list.msg-id-82238.html). Sie ist ein Hindernis für innovative Investitionen, weil sie risikotragendes Eigenkapital belastet. Selbst erfolgreiche Start-ups etwa in forschungsintensiven Branchen überschreiten bei Finanzierungsrunden die Freigrenze einer Million Franken rasch. Jungunternehmen werden somit steuerlich belastet, bevor sie auch nur einen Franken an Einnahmen verdient haben. Nachdem auch der [Bundesrat das Anliegen unterstützt](https://www.fedlex.admin.ch/eli/fga/2020/2562/de), haben nun beide Räte dem wichtigen Anliegen zugestimmt.

#### SCHWINDENDE EIGENKAPITALPOLSTER AUFGRUND DER CORONA-KRISE

Eigenkapital ist Sicherheitskapital, eine notwendige Reserve, die Verluste absorbieren kann. Das langjährige Anliegen erfährt in der aktuellen Ausnahmesituation eine dringende Bedeutung. Verluste lassen die vorhandenen Eigenkapitalpolster vieler Firmen zusammenschmelzen. Vom Bundesrat beschlossene Sofortmassnahmen für neue Fremdkapitalkredite können Liquiditätsengpässe überbrücken, sie tragen jedoch nichts zur Absorbierung von Verlusten bei. Diese gehen zuerst immer zulasten des Eigenkapitals. Zahlreiche Unternehmen werden, um die Überschuldung zu vermeiden, neues Eigenkapital aufnehmen müssen.

#### EMISSIONSABGABE IN KRISENZEITEN KLAR KONTRAPRODUKTIV

Risikotragendes Eigenkapital dient der Resilienz der Unternehmen und letztlich der Sicherung von Arbeitsplätzen. Eine Abgabe auf der Erhöhung des Eigenkapitals ist volkswirtschaftlich generell schädlich, und insbesondere in Wirtschaftskrisen kontraproduktiv. Erfahrungsgemäss belastet die Abgabe die Firmen genau dann am stärksten, wenn die Wirtschaft in einer Rezession steckt und die Unternehmen, um zu überleben, auf neues Eigenkapital angewiesen sind. Dies wird anhand der Entwicklung der Einnahmen deutlich. Besonders hohe Einkünfte verbuchte die Emissionsabgabe ausgerechnet in den Krisenjahren 2001 (375 Mio.) und 2008 (365 Mio.). Auch 2020/21 werden vermutlich solche Rekordjahre sein. In wirtschaftlich guten Zeiten sind die Einnahmen aus der Abgabe hingegen deutlich tiefer (2019: 173 Mio.).

#### WER EIGENKAPITAL BENACHTEILIGT, BESTRAFT WIRTSCHAFTLICHE EIGENVERANTWORTUNG

Wenn der Staat an der Kapitalisierung von Unternehmen verdient, so ist dies grundsätzlich nicht in Ordnung. Keinem Menschen würde es einfallen, das Sparen zu bestrafen: einen Betrag an den Staat abzuführen auf jedem Franken, der auf das Bankkonto gelegt wird. Die Kapitalisierung von Unternehmen ist vergleichbar: Die Eigner stärken die Kapitalbasis der Firma, die sie besitzen.

In der Coronakrise wird schliesslich gerade von Links die staatliche Unterstützung von Firmen und Selbstständigerwerbenden in breitester Form gefordert. Wo es um die Eigenkapitalaufstockung geht, geschieht diese Unterstützung privat. Solche Eigenbeiträge der Wirtschaft sind explizit erwünscht. Der Steuerzahler ist nicht betroffen und er wird dadurch keinen höheren Beitrag an die Tilgung des Schuldenbergs leisten müssen. Umso mehr ist zu erwarten, dass der Staat nicht auch noch an der Übernahme von wirtschaftlicher Eigenverantwortung verdient.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
