**Die Nachhaltigkeitsinitiative, die offiziell «Keine 10-Millionen-Schweiz!» heisst, klingt im ersten Moment vielleicht vernünftig. Weniger Bevölkerungswachstum bedeutet scheinbar weniger Druck auf Wohnungen, Verkehr, Landschaft und Infrastruktur. Gerade in einem kleinen Land wie der Schweiz spricht dieses Argument viele Menschen an. Aus wirtschaftlicher Sicht ist die Initiative aber keine überzeugende Lösung. Sie setzt nämlich nicht bei den eigentlichen Problemen an, sondern versucht, komplexe Fragen mit einer starren Bevölkerungsgrenze zu lösen.**

**Um was es geht**

Konkret verlangt die Initiative, dass die ständige Wohnbevölkerung der Schweiz bis 2050 nicht über** **10 Millionen steigt. Wird bereits vorher die Marke von 9,5 Millionen erreicht, müssten Bund und Parlament Massnahmen ergreifen, etwa beim Asylwesen, beim Familiennachzug oder bei der Zuwanderung allgemein ([Bundesrat, 2026](https://www.admin.ch/de/nachhaltigkeitsinitiative?utm_source=chatgpt.com)). Genau hier liegt das Problem: Die Wirtschaft funktioniert nicht nach fixen Obergrenzen. Sie ist abhängig davon, ob genügend Arbeitskräfte vorhanden sind, ob Unternehmen wachsen können und ob offene Stellen besetzt werden.

 

**Arbeitskräftemangel**

Die Schweiz ist in vielen Bereichen stark auf ausländische Arbeitskräfte angewiesen. Das betrifft nicht nur hochqualifizierte Branchen wie Forschung, IT oder Pharma, sondern auch das Gesundheitswesen, die Pflege, den Bau, die Gastronomie und viele handwerkliche Berufe. Wenn die Zuwanderung stark eingeschränkt wird, fehlen genau dort Menschen, wo sie im Alltag dringend gebraucht werden. Unternehmen müssten Aufträge ablehnen, Projekte verschieben oder höhere Kosten tragen. Am Ende würde das nicht nur die Firmen treffen, sondern auch Konsumentinnen und Konsumenten, weil Dienstleistungen teurer oder weniger verfügbar werden könnten ([economiesuisse, 2026](https://backend-api.economiesuisse.ch/sites/default/files/archive/2026-04/Ein-starrer-Bevlkerungsdeckel-Die-absurde-Forderung-der-Chaos-Initiative-de_0.pdf)).

 

**Innovation**

Ein weiterer wirtschaftlicher Punkt ist die Signalwirkung. Wenn die Schweiz den Zugang für internationale Fachkräfte politisch erschwert, sendet sie ein problematisches Zeichen an Unternehmen, Forschende und Investoren. Gerade innovative Firmen entscheiden sehr genau, wo sie neue Standorte aufbauen, Forschungsabteilungen eröffnen oder Kapital investieren. Ein Land, das Offenheit einschränkt und Unsicherheit schafft, verliert im internationalen Standortwettbewerb an Attraktivität. Die Chaos-Initiative gefährdet deshalb nicht nur heutige Arbeitsplätze, sondern auch zukünftige Wachstumschancen ([economiesuisse, 2026](https://backend-api.economiesuisse.ch/sites/default/files/archive/2026-04/Chaos-Initiative-gefhrdet-Innovationsmotor-Schweiz-de.pdf)).

 

**Überalterung**

Auch für den Sozialstaat wäre die Initiative riskant. Die Schweizer Bevölkerung wird älter, und immer mehr Menschen gehen in Pension. Gleichzeitig braucht es genügend Erwerbstätige, die Steuern zahlen und Beiträge an die AHV leisten. Zuwanderung löst dieses Problem zwar nicht vollständig, sie hilft aber, den Arbeitsmarkt und die Sozialversicherungen zu stabilisieren. Eine künstliche Begrenzung der Bevölkerung könnte deshalb langfristig sogar zusätzlichen finanziellen Druck auf Renten, Gesundheitswesen und Pflege ausüben ([Bundesrat, 2026](https://www.admin.ch/de/nachhaltigkeitsinitiative?utm_source=chatgpt.com)).

 

**Beziehung zur EU**

Besonders heikel ist auch das Verhältnis zur Europäischen Union. Die Initiative könnte die Personenfreizügigkeit und damit den bilateralen Weg gefährden. Für die Schweiz als kleine, exportorientierte Volkswirtschaft sind stabile Beziehungen zur EU zentral. Viele Unternehmen sind auf den Zugang zum europäischen Markt, auf Forschungspartnerschaften und auf internationale Fachkräfte angewiesen. Wenn hier Unsicherheit entsteht, leidet die Attraktivität der Schweiz als Wirtschaftsstandort ([economiesuisse, 2024](https://www.economiesuisse.ch/de/artikel/kuendigungsinitiative-ii-wohlstand-sichern-und-echte-probleme-loesen-statt-neue-zu-schaffen?utm_source=chatgpt.com)).

 

**Fazit**

Aus wirtschaftlicher Sicht ist die Nachhaltigkeitsinitiative deshalb ein zu grobes Instrument. Sie schafft Unsicherheit, gefährdet den Zugang zu Arbeitskräften und könnte die Beziehungen zur EU belasten. Nachhaltigkeit ist wichtig, aber wirtschaftlich nachhaltiger wäre es, gezielt in Wohnungsbau, Infrastruktur, Bildung, Digitalisierung und Innovation zu investieren. Die Schweiz braucht keine starre Bevölkerungsgrenze, sondern bessere Lösungen für die Probleme, die mit Wachstum verbunden sind.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
