Winterthur hat ein Problem. Die Steuereinnahmen haben in den letzten Jahren kaum zugenommen, obwohl immer mehr Personen im Bezirk arbeiten. Wie kann das sein? Ganz einfach: Das Verhältnis zwischen Stellen in Betrieben, die Steuern zahlen und Stellen in Betrieben, die keinen Mehrwert besteuern müssen, ist enorm unterproportional.

Eine [aktuelle Studie von BAK Economics](https://www.haw.ch/hubfs/BAK_Economics_HAW_Sample%20(003).pdf) analysiert Beschäftigungszahlen im Bezirk Winterthur und unterscheidet dabei zwischen verschiedenen Branchen. Öffentliche und paraöffentliche Dienstleistungen beziehen sich dabei auf staatsnahe Betriebe (u.a. öffentlichen Verwaltung, Bildungs-, Gesundheits- und Sozialwesen). Diese arbeiten nicht gewinnorientiert und können dementsprechend nicht besteuert werden. Dies darf nicht als Argument gegen ein gut funktionierendes Gesundheits- und Sozialwesen verstanden werden, wovon die Allgemeinheit profitiert. Essentiell ist ein gesundes Verhältnis zwischen privatwirtschaftlichen Stellen, die der Stadt Einnahmen bescheren, und öffentlichen Institutionen, die praktisch keine Steuern zahlen.

Dieses gesunde Verhältnis ist im Bezirk Winterthur aber eindeutig nicht gegeben. Die HAW hat zuletzt [vor ein paar Monaten](https://www.haw.ch/aktuell/winterthur-verliert-arbeitspl%C3%A4tze-im-privatsektor) auf diese beunruhigende Tatsache aufmerksam gemacht. Wie die untenstehende Grafik von BAK Economics aufzeigt, ist der öffentliche/paraöffentliche Bereich im Bezirk Winterthur klar überrepräsentiert. Während staatsnahe Stellen 2023 kantonal nur für 17.5% und in der Schweiz nur für 19.1% der gesamtwirtschaftlichen Wertschöpfung verantwortlich sind, sind sie im Bezirk Winterthur für ganze 22.2% zuständig. Extremer ist es noch beim Anteil an gesamtwirtschaftlichen Stellen. Dort machen Stellen im öffentlichen und paraöffentlichen Sektor über 29% aus. Schweizweit sind es nur 24%, während es im ganzen Kanton Zürich gerade mal 22.7% sind.

**Besorgniserregender Trend**

Wer annimmt, dass dieses unterproportionale Verhältnis zwischen privaten und staatsnahen Stellen nur eine Momentaufnahme ist, liegt falsch. Wie die untenstehende Grafik von BAK Economics zeigt, hat die Gesamtzahl von Stellen seit 2013 im Bereich Winterthur um circa 12% zugenommen. Die Anzahl staatsnaher Stellen ist in derselben Zeitspanne allerdings um circa 31% gestiegen. Im privaten Sektor verlief das Stellenwachstum hingegen schleppend. In Branchen wie «Bau» und «Energie» betrug das Stellenwachstum nicht mal 5%. Viel gravierender für Winterthur sind die Entwicklungen in den Branchen «Investitionsgüter» [[1]](https://www.haw.ch/aktuell/winterthur-braucht-mehr-privatwirtschaftliche-firmen#_ftn1) und «Restliches Verarbeitendes Gewerbe» [[2]](https://www.haw.ch/aktuell/winterthur-braucht-mehr-privatwirtschaftliche-firmen#_ftn2). Während im Zusammenhang mit Investitionsgütern seit 2013 keine neuen Stellen entstanden sind, ist im restlichen verarbeitenden Gewerbe sogar ein enormer Stellenabbau zu beobachten.

Dass es sich dabei nicht um einen Trend handelt, der alle Städte und Gemeinden trifft, ergibt ein Blick auf die Steuerkraft und auf den Finanzausgleich im Kanton Zürich. Zwischen 2012 und 2020 stieg die Steuerkraft des Kanton Zürich deutlich. Der Bezirk Winterthur verlor in derselben Zeitspanne aber leicht und die Stadt Winterthur enorm an Steuerkraft ([Zahlen und Fakten zu Gemeindefinanzen, 2024](https://www.zh.ch/de/steuern-finanzen/gemeindefinanzen/zahlen-gemeindefinanzen.html#1952830976)). Zudem nehmen die Beiträge, die die Stadt Winterthur durch den kantonalen Finanzausgleich erhält, stets zu, die der anderen Gemeinden im Bezirk aber kaum ([Zürcher Finanzausgleich, 2024](https://www.zh.ch/de/steuern-finanzen/gemeindefinanzen/zuercher-finanzausgleich.html)). Diese Fakten zusammen mit der BAK Economics Studie sind starke Indikatoren, dass die negative Entwicklung der Beschäftigungszahlen für die Stadt Winterthur noch viel schlimmer als im restlichen Bezirk ist, zumal der Grossteil der Privatwirtschaft in der Stadt ansässig sein dürfte.

Doch aktuell scheint die Unterstützung der privaten Wirtschaft nicht zu den Prioritäten der Stadt-Regierung zu gehören. Laut der [neusten Umfragen](https://winterthur.com/files/winterthur.com/standort-winterthur.ch/service/auswertung_unternehmensbefragung_2023.pdf) von «House of Winterthur» sind lediglich 87% der befragten Unternehmen mit dem Standort Winterthur zufrieden. Obwohl dieser Wert eine minimale Verbesserung im Vergleich zu 2022 darstellt, ist die Zufriedenheit immer noch tiefer als vor der Pandemie (93% in 2020 und 91% in 2019). Diese Entwicklung ist gefährlich und müsste mit gezielten Massnahmen der Politik gestoppt werden.

#### Über uns

Die Handelskammer und Arbeitgebervereinigung Winterthur HAW ist 1992 aus der Fusion der Kaufmännischen Gesellschaft Handelskammer Winterthur und dem Arbeitgeberverband Winterthur entstanden. Ihre Wurzeln gehen bis ins Jahr 1801 zurück. Die HAW prägte die wirtschaftliche Entwicklung der Stadt Winterthur und trägt bis heute dazu bei, dass Winterthur ein Wirtschaftsstandort mit gut ausgebauter Infrastruktur ist.
